Child Porn: A Social Epidemic in Canada

The Institute for Canadian Values calls on the Parliament of Canada, Prime Minister Stephen Harper to require Internet Service Providers to block child pornography from being distributed by their services.

Dr. Charles McVety, ICV President, says “Today’s police report describes child porn as a “social epidemic” with tens of thousands of Canadians viewing hundrends of thousands of child porn pictures.

The U.S. data shows that 30% will become child abusers. Distribution of child pornography is producing tens of thousands of perverts that walk the streets of our towns and cities just waiting to prey upon our children.”

McVety goes on the state “It is unconscionable for ISP’s like Bell Canada, Rogers, Telus, Shaw and others to continue to distribute this criminal material across Canada. The ICV has been appealing to the ISP’s and the Prime Minister for months to stop placing our children in danger.

It is shameful that Canada refuses to join other civilized nations blocking child porn making Canada number 4 in the World for child porn distribution.”

More than 20 arrested in Ont. child porn probe


The Ontario Provincial Police have announced the arrest of 22 people in what's being called the largest child pornography investigation in the province's history.

"Child pornography is the sexual abuse of children, a brutal crime committed by despicable predators," OPP Commissioner Julian Fantino told a news conference today in Toronto about raids carried out Monday by the OPP and 18 municipal police forces.

"Today's successful announcement has taken weeks of legwork by dozens of members of the provincial strategy to protect children," he said.
"Fair warning to pedophiles: You can run, but you can't hide. And sooner or later, we will identify you, we'll arrest you, and we'll bring you to justice."
The probe began in January. Twenty-five search warrants were executed in 16 communities.
A total of 73 criminal charges have been laid. Here are some of the communities involved:

Most of the offenders are males, with their ages ranging from 20 to 64. One female has been charged, as has one young offender.

Most have been charged with either possessing child pornography and/or making child pornography available.

More arrests are pending and police continue to investigate, the OPP said.
"Now let's see what the courts do with these cases," Fantino said. The news comes on the heels of a new study of child pornography activity in Canada's largest province.

A U.S. task force, working with Toronto police, has found that more than 4,000 computers in Toronto are involved in trading images of child sexual abuse, the Toronto Star reported Tuesday. About 45,000 computers across the nation are involved in child porn trading, with about one-third of those in Ontario.

Canada ranks fourth in the word in online child pornography distribution activity. The top three are Bermuda, Luxembourg and the Netherlands.

According to U.S. data, about 30 per cent of those who view such imagery go on to commit sexual offences against children, the Star said.

Child porn sting nets nine Canadians, including ex-Scout leader

OTTAWA - A child pornography investigation that began in Australia 18 months ago has followed a circuitous path around the world into the homes of nine arrested Canadians.

Canadian and international police agencies announced the arrests Tuesday, and said another 50 ongoing investigations continue in this country.

The charges relate to a horrific child porn website based in Ukraine that provided customized videos of sexual abuse to paying customers worldwide.

All nine of the Canadians arrested so far were men and at least one, arrested two weeks ago in Peel Region, just outside Toronto, was a former Scout leader.

Police have no evidence of Canadian child victims to date, although one suspect still at large is alleged to have communicated a desire to get his daughters involved.

"I would say that there will be more arrests," RCMP Supt. Earla-Kim McColl told a news conference in Ottawa.

"The majority of investigations are still ongoing and there are a number of identified individuals that will be contacted by their local police very shortly."

More than 92 European arrests were revealed in November as part of the investigation code-named Operation Koala.

The operation involved 30 countries and identified about 2,500 potential suspects, including 98 from Canada.

"The customers come from all layers of society: amongst them are teachers, social workers, swimming instructors," said Menno Hagemeijer of Europol.

Two sisters from Belgium, aged 9 and 11, and 21 Ukrainian girls aged 9-16 are among the victims located by police.

Eighteen Canadian law enforcement agencies are involved in the investigations. Some of Canada's 98 individual e-mail accounts linked to the case have yet to be tracked to their owners.

But McColl said this was not a situation where innocent web browsers stumbled into the wrong place.

"They sought it out, they previewed the samples, they paid in advance and they waited for a password to download the videos."

The site permitted subscribers to purchase lingerie for the children to wear in custom videos, and for a fee would let people participate in the making of the videos.

Among the Canadians arrested are a former Scout leader from the Toronto area, a 40-year-old man from Edmonton who had a vast cache of other child pornography in addition to the website movies, and a Victoria resident whose home had a telescope overlooking a schoolyard.

Police say the child pornography was produced mainly in the Ukraine, with some material filmed in Belgium and the Netherlands.

An Italian allegedly at the centre of the ring has been arrested and identified as Sergio Marzola.

Last February, Canadian authorities became involved after some 600 e-mail messages originating in this country were identified among some 50,000 messages between Marzola and potential customers.

McColl says there are about a dozen other cases in RCMP hands that are similar to Operation Koala, which is nowhere near the biggest such child pornography ring known to police. In 1999, a Texas-based ring led to the identification of some 2,000 Canadian customers.

Public Safety Minister Stockwell Day issued a release applauding the current investigation, noting the last federal budget added $6 million to help protect kids from online predators and stop human trafficking.

"Child sexual abuse of any kind is a horrifying crime," said Day.

McColl was purposefully explicit and shocking in her description of child pornography.

She said 80 per cent of all such images show pre-pubescent children, "including babies, being penetrated orally, anally and vaginally."

She added that the "easy accessibility of child pornography doesn't make it legal. Even an attempt to access this material is criminal."

Child Porn Suspect May Have Had Access To Children Thursday January 17, 2008 CityNews.ca Staff A man police have charged with possession of child pornography may have had access to young children, and authorities are concerned there may be victims of abuse that have yet to come forward.

Michael Harman, 37, (pictured) was arrested and charged with possession, and making child porn available, after a raid of his home in the Kennedy Road/Highway 401 area on Wednesday.

Harman previously volunteered at the Glamorgan Junior School and has represented himself as a member of the clergy.

"We know that Mr. Harman positioned himself within areas of the city in his community, which would have afforded him access to young people," revealed Det. Const. Jason Albanese of the Child Exploitation Section during a press conference Thursday.

"This includes a junior school, an elementary school, and after-school programs in the area of his residence. We also know that Mr. Harman portrayed himself as a member of clergy. We are trying to identify any victims or witnesses, if any, who may have had any contact with Mr. Harman."

"If this man is familiar, and you know his name or face, and you believe that your child may have had any direct contact with him, we are urging you to give us a shout so we can find out what the contact was about," he adds. The suspect's next court appearance will be on Monday, January 21st, 2008 at the Toronto east courts.

Shame on Canada :

The world was horrified to read the reports of a Canadian homosexual schoolteacher facing charges in Thailand “having sex with boys under 15, which carry prison sentences of up to 20 years”.   It is shameful that Thailand, known for child prostitution, has tougher child protection laws than our own country.  In Canada it is legal to have sex with 14 year-old children.

Christopher Paul Neil was the focus of a worldwide manhunt as authorities unscrambled his picture from child pornography photos distributed on the Internet.  Finally, the police in Thailand arrested the homosexual pervert and he is now could be behind bars for up to 20 years.  If he was arrested in Canada he could have been charged with numerous other offenses but having sex with a 14 year-old is not one of them.

In 1988, Bill C-15 amended theCriminal Code of Canada, Sections 151 and 152 to allow adults to have sex with children as young as 14 years old.  As President of Canada Family Action Coalition I worked with our executive director, Brian Rushfeldt as we lobbied the government for years to raise the age of consent to at least 16.  CFAC presented a petition with over 700,000 signatures and finally Stephen Harper took action.  As soon as he became Prime Minster he proposed the raise of age of consent and on February 21, 2007 he introduced Bill C-22 to protect children under the age of 16.  Unfortunately, the Liberal Party stalled the Bill in Parliament for months and finally the Liberal Senate refused to allow it to become law.

In mid October, the Prime Minister re-introduced the legislation along with other crime bills and made the matter a confidence vote.  If the Liberals vote against the Bill this time an election will begin.  Liberal House Leader Ralph Goodale vowed on CTV on October 24th to delay the Bill in Parliament until at least February 2008.  After that the Liberal Senators can hold it up until the next election is called so it may never become law.  Why are the Liberals fighting so hard to keep sex with 14 year-olds legal?

Police further reported that Christopher Paul Neil was abusing young boys, posting the pictures on the Internet and displaying them for men in Canada.  Internet Service Providers in Canada obviously distributed these vile pictures.  For months we have been asking Bell Canada, Telus, Rogers and others to block child pornography websites.  It is a crime to distribute such material in Canada and these massive corporations should be prosecuted. Their standard reply is that they will only block such Canadian sites if they are ordered to do so by a Court.  Thankfully they are now saying they will block foreign child porn websites but refuse to indicate how many they are blocking.  There is no credibility in an unsubstantiated claim as clearly these Corporations recently distributed Christopher Paul Neil’s disgusting criminal pictures in Canada.

Another horrific headline reads “Self-Proclaimed Pedophile Launches Controversial Web Site”.  Jack McClellan of Portland, Oregon admits he is attracted to girls between the ages of 3 and 11. On his Web site, McClellan details areas in Portland where pedophiles can observe young girls without being noticed.  He takes pictures of little girls and posts them on his website.  This website is being distributed in Canada.

Sexual abuse of children is a multi-billion dollar industry so the big Corporations are reluctant to stop distributing this criminal material.  As long as the government continues to give them immunity from the law they will continue to place our children in danger.

In Luke 17:2, Jesus Christ said “It were better for him that a millstone were hanged about his neck, and he cast into the sea, than that he should offend one of these little ones.”  These are strong words from the Lord but notice He said “It were better”.  We do not wrestle against flesh and blood therefore we should never act against those who bring us harm.  God will judge those who harm our children and the penalty will be worse than a millstone around the neck.

With such levels of depravity in this nation I feel ashamed to be called Canadian.  The government has a responsibility to protect our children with appropriate laws and enforcement.  I urge you to contact your Member of Parliament and your Internet provider and express your disgust.  You will be surprised at the power God gives you and the effect of your voice.  Little girls and boys depend on you and me to do something about child abuse.  Go to www.blockchildporn.ca for details.




Block Child Pornography
:

Under section 161 of the Criminal Code of Canada, it is a crime to distribute child pornography.  “Any person who imports, distributes, sells or possesses, for the purpose of distribution or sale, any child pornography is guilty of an indictable offence and liable to imprisonment for a term not exceeding ten years”.  This is the law of the land.  However, internet service providers such as Rogers, Bell Canada, Telus, Shaw and others distribute tens of thousands of pages of child pornography every day.

The Canadian Government has decided that these corporations are above the law, and have given them complete immunity from prosecution.  The result is the abuse of hundreds of thousands of children and this must stop.


Recently I was in Russia, and the headlines said "Massive International Child Pornography Ring Busted". I was ashamed to read that it stemmed from my home city of Toronto. Thirty-five children were rescued, and millions of web pages were shut down, some depicting adults having sex with children as young as 1-year old. How could this happen in my Toronto? The reason is that our former Prime Minister, Jean Chretien, made an announcement many years ago that Internet distribution would not be prosecuted. Yes, the government arrests the individuals that possess the illegal material, but not those who distribute it by the Internet. If someone owns a bookstore, magazine shop, television station or any other media outlet, they will be prosecuted for distributing child pornography. But, if you are a massive corporation like Rogers Cable, they turn a blind eye to this violation of children and the law.

Together, we must call upon the Canadian Government to stop this insanity, and prosecute the perpetrators. The laws currently exist, so we must call the Minister of Justice and our local Members of Parliament, and demand that they exercise the law. 

The technology exists to block websites that display illegal material. However, these big corporations are reluctant to do so, as child pornography is a multi-billion dollar criminal industry.

A reporting mechanism is in place at Cybertip.ca, so once notified the ISP’s can block the child porn websites.  Countries like South Korea have been doing this for years.

The Council of Europe report stated in 2004 that "the annual market in child pornography on the Internet is almost 20 billion dollars, ...pedophile images make up almost a quarter of the images downloaded from the Internet." It is reported that the Interpol now has a database of 200,000 images of children having sex with adults. A US agency has recorded a 1500% increase in reports of child pornography since 2001. The US Center for Missing and Exploited Children reported one website with 70,000 customers, all paying nearly $30 a month for graphic images of children being abused. We must act to stop this trade of child abuse today. Hundreds of thousands of children's lives depend on us.

I grew up in the cold city of Winnipeg, Manitoba, where one day a mother drove away from a store in a snowstorm. Her car got stuck, so she told her 5-year-old daughter to stay in the car as she went back to the store for help. The mother returned a few minutes later with a group of people. The little girl was gone. They could see her tracks in the deep snow, but the wind covered the trail. It was 30 degrees below zero, so they had to find the girl quickly. They all ran in different directions searching for several minutes to no avail. The mother then said, why don't we hold hands and walk from the car. After taking several steps, they stumbled upon the frozen body of the 5-year-old girl. The mother cried out "why didn't we join hands earlier? My girl could have been saved."

Hundreds of thousands of little girls and boys are out there in the cold, vicious world of child pornography. If we join hands together, we can stop the distribution of child pornography on the Internet in Canada and save thousands of boys and girls.

Canadian websites called a "pedophile haven"

CALGARY -- A victims' rights group says weak laws allow child porn websites to be based in Canada and are allowing the country to become a "pedophilehaven."

A Washington-state based web site that promotes "girl-oriented pedophilia" was shut down by a U.S. web carrier earlier this year but has re-emerged thanks to a provider based in Montreal.

It features regional events that are reviewed and rated on the presence of
adolescent girls, which are referred to as LG's (little girls) by the man
behind the site.
"It's just kind of a free speech issue with me. I don't feel like I should
be censored if I'm out in the community doing legal things," said site
founder Jack McClellan, 45, a self-proclaimed pedophile with no criminal record, in an interview with the Bellingham Herald last week.
"I don't see anything on the site where I'm encouraging anyone to do
anything illegal."
The site itself said its primary purpose is "to promote association,
friendship; and legal, non-sexual, consensual touch between men and
prepubescent girls."
Forums include event reviews where five hearts is described as LG Heaven and
a discussion on whether it's legal to french kiss an adolescent girl.
"We're a pedophile haven, absolutely," said Carrie Kohan, founder of Mad Mothers Against Pedophiles. "There's no doubt. They can't do it in the States so where else are they going to go? They come to their haven, north of the border.
"They are literally instructing other pedophiles what they can and can't do
in order to evade the law. Can you suck the toe of a child or can you french kiss a child? These are the kind of topics that they speak of."
Kohan said allowing these kind of sites to flow out of Canada - and the
light sentences sex offenders receive here - are prompting offenders to
literally "walk across the border" to prey on children.
Law enforcement authorities are aware of these kind of sites but there's
little that can be done to shut them down.
"There's not much we can do about the sites because they go around the law -they never go across the line," said Sgt. Jason Gauthier of the Quebec Provincial Police in Montreal. "They talk about things but they don't act on them and they don't do anything criminally banned by the Criminal Code so we can't act.
"We know of many sites where the pedophiles meet and they talk about it.
that they're dreaming of doing these things but they don't actually admit it
on the site. They're right on the edge."
But one Conservative member of Parliament said there is action that can be taken.
"The internet service providers have to be put in a position where they must report these," said Art Hanger of Calgary, a former police officer. "Even if they're not illegal, they must report them in some fashion and keep their sites clean.
"These guys are in their own environment, they control it and say they
haven't broken any laws so who's going to touch me? I think they have to be touched in a real hard way."
Kohan said the difference between the system in the U.S. and Canada is that south of the border web providers can be held liable if the law is broken.
She wants the same rules implemented here. But since Internet porn is big business the fines would have to be in excess of $250,000 Kohan said.
Another victims advocacy group is also demanding the Canadian government clamp down on web providers who are supporting pedophile sites.
"This kind of stuff only breeds bigger problems that exposes children to all kinds of abuse," said Shawn Howard of the Canadian Justice Foundation.
"At the end of the day it provides an environment for these perverts to
abuse, exploit and publish these images, which is a big part of the
pedophile network."

Summer is over. So is it time to get busy again? Yes, we have several matters of concern for this next session of parliament slated to begin mid October. Our two main issues are age of protection and income sharing for families. Prime Minister Harper has announced a throne speech for the new session. That potentially means that all legislation passed by parliament in the last session but not passed by Senate will die. In that are Bills concerning dangerous offenders who get soft sentences and are released to do more harm.

And Bill C22, Age of Protection for children that we have battled for seven years to have, may be lost. The Senate refused to deal with it promptly so it may die. We want to ask the Senate to ensure it gets passed immediately. Will you email Senators asking them to speed Bill C22 through to protect children? If they fail to do this we will insist the Conservative government take Bill C22 immediately back to the Senate in the fall session. But why would adult Senators delay protecting children from sex predators?

On another front: University of BC researchers just discovered in a study, something most parents have known for centuries. The lack of time mothers spend with a newborn child negatively affects the child’s social development and motor skills. However the UBC wants to use this finding to promote more socialist-type government programs. They want the government to fund women to stay home longer from their jobs. Another new survey in the US shows 60% of mothers would like to work only part time (attached).
CFAC has a better solution than UBC to help women be home to nurture their children. We suggest the government allow income splitting/sharing for all families which is a direct tax reduction for those who need it. Pension income sharing for senior citizens was introduced in the last budget, thankfully. We now need income splitting/ sharing for all families. That would allow many parents to stay home with their children more. The cost of this may be around 3 billion dollars in “reduced” taxes to the federal government. But it is a more desirable and equitable method than the government getting into the costly business of paying and administering maternity leave programs.

Call your MP right away and tell them you want legislation in the next session that allows ALL families to share income for tax purposes. We hope it will be included in the next budget.  Push for this immediately.
